If I only have a small amount of coin received as reward...

I only bought coins but didn’t sell any. 

However, I received $0.25 as a staking reward. Since it rounds down to $0, can I say “No” to the virtual currency question and don't need to report it?

Yes, you can say No to the virtual currency question. There is nothing for you to report.

answering Yes does not mean you have something to report.

Sorry, do you mean if I choose to say Yes, I can do that and don’t report anything?
