If I'm not required to file taxes, is filing a tax return for the economic stimulus payment different from filing a tax return for general purposes?

My friend had filed taxes using a different software and the digital file had a watermark saying "Stimulus Only". Does this count as filing taxes?

Yes it is different and yes it it the same as filing a no income tax return.

it counts as filing taxes but it doesn't count because it is not your tax return.

It's Catch-22.
