If I live and work in Oregon, but also received a 1099-Misc for some work I did on Weekends in Washington, can I exclude the Washington income from Oregon taxable income?

No, you must include it.  Oregon is your resident state, which means they are allowed to tax your income no matter where you earn it.  It is understandable to want to exclude the income since Washington does not have state income tax, but Oregon will tax it regardless.
