If I have to refile do I get charged any additional fees?

been problems with my AGI twice now, two rejections from the  IRS

You do not get charged to re-e-file your return.  If the AGI keeps getting rejected, try entering a Zero for your AGI.

To add to my post above:  If you filed an amended return for 2020, do not use the AGI from the Amended return, use the AGI from your original return.
