If I have a catastrophic health insurance plan through state marketplace, do I have to submit a 1095-a?

No.  According to the instructions for form 8962 "Do not file a Form 1095-A for a catastrophic health plan or a separate dental policy (called a stand-alone dental plan in these instructions)"
