If I have a 592-B, how do I file that through TurboTax?

Please see below on how to enter a 592-B on the 2017 California return

Once you have entered the amount withheld on the 592-B on the federal return (See these instructions below) then go to the California interview in TurboTax. Navigate until you see the screen entitled "Take a look at California credits and taxes".

Go down to "Payments and withholding", and click on Start or Revisit for "Real Estate Withholding" (yes, really).

Once you are in this part of the interview, you will be asked if you received a 592-B and will be given a chance to complete an online version so that it can be attached to your California return.

Please follow the steps below to enter the  California tax on Form 592-B on your Federal return

Please select Federal on the left-hand side of your TurboTax Online screen
Then select the Deductions and Credits tab
Then "I'll choose what I work on" or "See all credits"
Then Scroll down to Estimates and Other Taxes Paid
Click Start for "Other Income Taxes"
Under Other Income Taxes Paid in 2017 is
Withholding not already entered on a W-2 or 1099  <Start>
Enter the $Amount  withheld in the State box and select California from the dropdown
