If I have a 1099-G for 2016 and need to pay back but my pay back did not start until 2017 do I list the payback on 2016 or wait until 2017?

Report what is on the 1099-G. 

If you paid back 2016 unemployment benefits in 2017 you will receive a 1099-G showing this amount in 2018.
