If I had an Identify Theft incident but don't have an IP PIN, how do I answer the questions that puts these two together into one question?

I said I hadn't had an Identify Theft Incident because it also in the one question wanted to know if I had an IP PIN and I don't.

Indicate no, or else the program will require you to enter an Identity Theft Pin to file.
