If I go back to review Federal and is all complete, why does it say there is still a problem?

Have you also filed a state return? There should be a explaination noted as well, advising you of what the problem is. Please look carefully for any additional notes. 

The TT tax program will tell you if there are errors. It will lead you to the proper item to correct.
