If I freelance through Upwork, made $1,500 in 2018, and have no business expenses, do I have to use TurboTax Home and Business, or can I use one of the other products?

Everything I do is either writing or transcription done on my personal laptop or home computer, usually in the living room. I don't have to buy anything. All I do is stuff I would be doing on that same computer anyway, nothing exclusive to the "business."

If you do not have any business expenses associated with your self-employed income (from Upwork or any other self-employed business), then, yes, you should be able to use TurboTax Deluxe instead of TurboTax Home & Business, as TurboTax Deluxe allows for some Schedule C income reported in it.
