Hello. If you are being asked to pay for TurboTax, it is the price to use the preparation software. If you enter your card info, there should be one more screen for you to review the expected amount before you confirm payment. Read it carefully and cancel out of that screen if you do not agree.
Amount to be 'Refunded' to you is money that is returned to you from taxes that were already collected from you. Any amount that you 'Owe' is what would you still need to pay.
You do NOT need to pay the value of a 'Refund'.
