If I efile today on the tax deadline and it is not received by the IRS and State until 4/17 are my taxes considered to be filed on time.

When you e-file, your return receives a digital timestamp.  So if you e-file today, your return will still be considered filed on time, even if you don't hear about it being accepted or rejected for a couple of days.
