If I can't get past the "Review your local info" screen because it won't accept the county entered and keeps displaying "Select a county" in red, how is this resolved?

You're seeing this in your state return, correct? Are you entering the county name manually? If so, see if there's a drop-down menu of counties and select the county from there before proceeding.
It's a shot in the dark, but may work. Hope so.

That's not working still stuck on the screen.

Try clearing your browser's cache. Then try logging out and logging back into TurboTax. You can also try using a different browser. The following help article will show you how to clear your cache and delete your cookies.
