Based on what you just told me you will not be able to claim your children as dependents this year. They would have to live with you for more than six months, and they did not.
If both you and the foster parents tried to claim them the IRS would send both of you a tax notice requesting additional information. The foster parents would then have the more than six month criteria on their side.
