IF A HUSBAND AND WIFE ARE FILING A JOINT RETURN, AND THE TOTAL POSSIBLE LEGAL DEDUCTIONS ARE HIGH, CAN THE REFUND BE LARGER THAN THE TOTAL FEDERAL TAXES PAID IN?

Yes.  If you have refundable credits such as the Additional Child Tax Credit, American Opportunity Tax Credit, or Earned Income Credit, it is possible to get a refund of more than you paid in.
