The IRS will not send your check to the state for you. In order to do that you would need to file your return and then when you get your federal refund, send the state a check or make the payment electronically, depending on your state.
You can either file your federal and state together right now and choose "make state payment later" or you can file your federal only now and hold off on filing your state until you get your refund (as long as it is before the filing deadline).
