I worked 38.5 hours in 2016 for my employer that I wasn't paid for, can I deduct that on my taxes?

No.  If you weren't paid, then you won't be taxed on it.  You can't deduct it again.

You cannot deduct pay you never received.  You simply have less income to be taxed on.
