I was told to do my taxes so I filed with Turbo Tax. I have other years I Need to file then set up Payment plan directly with IRS. any way I can bypass the installment

If you have federal income taxes owed for 2016, then in the File section of the program on Step 2 indicate that you will pay the taxes owed with a check by mail.  Then do not mail the Payment Voucher Form 1040-V with the check.
