If you used Turbotax in 2022 it should automatically figure the taxable portion, if any. if not and you used the standard deduction or took the sales tax deduction for federal purposes on Schedule A, none of your refund is taxable. Turbotax will figure the taxable portion, it's under Wages & Income > 1099-MISC and Other Common income> state and local Tax refunds
or you can use IRS pub 525 worksheets 2a and 2 to figure the taxable amount
