I was only supposed to be charged $63.95 for filing fee from turbo but my refund is $39.99 additional. Why?

Did you have your TurboTax fees deducted from your refund?  If you did, there is an additional charge of $39.99 for that service, which is charged by the bank that handles the transaction.
