Are you a California filer, and did you choose to pay your TurboTax fees out of your Federal refund?  If so, that payment option is bundled with Premium Services for 44.99.

You can remove Premium Services prior to filing if you haven't completed your order, and then choose to pay for your fees with a credit card, debit card, or a prepaid debit card you can buy in a store.
