It does not discuss your overall tax return or whether you will get a refund or owe money on your tax return. There a lot of other things besides Social Security and railroad retirement benefits that affect whether the final result on your tax return is a refund or a payment due. You have to look at the total picture, not just Social Security and railroad retirement benefits.
