Using the online editions, when you have taxes owed, in the File section of the program in Step 2 you are given specific options on how to pay the taxes.  Most states do not allow direct debit of the taxes owed when using tax preparation software.  Nor can taxes owed be paid with a tax refund, Federal or State.  In those cases, you are give the option to pay the taxes owed with a payment voucher mailed to the state with your payment.  And you are given a link to the state website where you can use either direct debit or payment by credit card.  Which payment option did you choose?

Look at the Filing Instructions page for your state tax return as it will show how you selected to pay the taxes.

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.

This will take you back to the 2018 online tax return.

Click on Tax Tools on the left side of the online program screen.  Then click on Print Center.  Then click on Print, save or preview this year's return

TT never pays your taxes. it's up to you to do that following the instructions TT provides.
for Federal there are several ways, provide bank info with return and allow the IRS to withdraw money, send in 1040-V with payment, go to IRS website and set up direct pay which allows payment through your bank account ( fee) or credit card (charges may apply)

some states are set up the same way - but you would use their website to make payment by whatever means they have and you select. .
in no case IS TT involved with the actual payment. so is 100% that TT did not pay your state taxes and now you owe them plus penalties and interest. .
