I tried to download Turbotax 2017, but the file I keep getting is labeled 2016? Is 2017 not out yet? xxxxxxxxx

Also can you check if I was double charged?

Did you purchase the 2017 download from this TurboTax website - https://turbotax.intuit.com/personal-taxes/cd-download/

The 2017 installation file that is downloaded will have the 2017 shown as part of file name.
