I still don't have insurance and may not get a refund how will I pay

Whatever you do file the return on time even if you can't pay it all by 4/18/17 ... the IRS will send you a bill for the unpaid amount and you can get onto a payment plan at that point.

If when you are done doing your taxes it will say either that you will get a refund or have to pay if you have to pay you will get an address when you print out your taxes it will which IRS address to send payment to.
