I started a business (LLC) in 2020, but made no income and don't have any 1099-NEC or any forms. How do I report ZERO income in TurboTax?

You don't have to. Assuming your LLC is a disregarded entity, meaning you wished to taxed as a Schedule C as opposed to as a Corporation, you are not required to file for it.
