I signed up on the IRS website to do a payment plan on what I owe in, but I never received an email confirming it. What do I do?

I have no idea what I need to do at this point. I logged into the IRS website, and it tells me my information is unavailable at this time when I try to see how much I owe. I am SO confused. This is all new to me.
