I sent in return got a reject and paid the $380. to the irs with debit card ,after sent the fix return why would i need to send $380. more ?

sent 2023 return it got a reject but paid the $381.00 fixed return resent will i still owe irs $381. ( i can see it's not in my bank acct)?

When your return is rejected by the IRS or state, it is as if you never e-filed it or paid TurboTax. 

Payment was rejected when the return was rejected. So you can re-open your return, fix what needs to be fixed, and then e-file it as if for the first time.
