I selected my direct debit date as 4/16/19 will I be charged a fee?

If I pay the IRS directly, will they still attempt to withdraw the funds from my account on the direct debit date (04/16/2019)

I already selected the date, can I still pay the IRS directly? Will turbotax withdraw additional funds from my account?
