I see turbotax adjusted my agi to reflect the 10200 unemployment deduction but my refund hasn't changed does that mean I'm not getting one?

Yes, probably.  If your tax liability was already zero, it's unlikely that you will be getting more refund. 

 

 But, it's possible, particularly if you become eligible for more EIC.  You may just need to keep entering info.  Don't get worried about the "refund meter" not changing immediately.  It's the final number that counts.
