I recieved a overpayment letter unemployment because . I appealed then filled out a aiver haven't heard from either so I did not start to repay do I need to file

Where I did a waiver do I still need to file the 1099 g I am so confused

Yes, you need to report form 1099-G on your return. The amount that you have to pay back in 2021 will be reported on that year's return.
