I recently moved and I got a property tax bill. I paid in full last year. but I just figured out that unfortunately that bill was for previous owner. where do I contact?

That isn't an income tax question.  Try calling your county property tax assessor or collector.  Or try asking the real estate agent or title company.  See if you got credit for it on your closing statement.
