I received about $9 in free stocks that I sold, do I need to report that with form 1099-B?

if yes how do I do it?

Technically, yes.  You need to report it.

To do so, You can use the HELP function from inside Turbotax  by

Click the "Search" link in the upper right of your screen, next to the magnifying glass and typing "Form 1099-B" in the text box.
Click "Jump to form 1099-b" link.

Follow the instructions.

Is there a risk of not filing the form seeing as it is only $9? I haven't withdrawn the amount out of my brokerage account either.

If you received a 1099-B the IRS also received a copy of it, and expects to see it reported on your return. 

If you omit it, you risk having the IRS "correct" your return and possibly audit or scrutinize your return more closely. 

Whether you removed the money from your brokerage account is not relevant.

You should report it.
