I received a Maryland student loan debt relief tax credit and I must submit a 502CR along with the certificate for my taxes. Is there an option to attach these on turbo?

No, you cannot attach the certificate so that you can efile.  The state of Maryland requires you to mail the tax return if you are claiming the credit.

Does anyone know if this is still the case for filing year 2018?

Yes it is still the case for 2018.  It should tell you that you have to MAIL return and attach the letter. (save the $29 state e-file fee and collect your tax credit)
