I received a deposit and it said TCS TREAS 449 for TAX REF

We just filed 2022 income tax and just this week got our transcription for 2021 income tax return, neither has been paid out yet according to the Where's My Refund page.  We do get to a confirmation page of the Status Results but the Refund Sent is not completed yet.
My wife's ex-husband IS behind on child support, we don't know if he filed taxes though.

TurboTax can't track your refund or see what's happening with it after it's filed.  You have to contact the IRS for that.

 

If your refund is being held for debts that your wife's ex-husband owes she can file a form with the IRS to request that she not be on the hook for those debts.  Especially since they are divorced.

That's the thing of it, our refunds have yet to be paid out according to the Where's my Refund site.  We got the 449 deposit on Tuesday and still are waiting for 2021 and 2022 to be paid.  The wife's ex doesn't file, like ever, so we were wondering if that deposit was from a debt collected for him, then paid to us.

The U.S. Department of Treasury’s Bureau of the Fiscal Service explains that when IRS Treas 449 appears in the company field on direct deposits of IRS tax refunds, this indicates a portion has been offset for delinquent debt.

I received a deposit and it says tcs treat 449?

Sounds like you got a deposit, not a Bill.

If you checked the Where's My Refund? link for the date the funds were sent to your bank, you should see your deposit within a day or so in your account.
