I received a 1099-MISC for some freelance artwork I did. Do I mark yes or no on schedule C to the question "Is this a qualified trade or business?" ?

You will answer yes. Since you are a freelance worker, your income is considered self-employment income and you will be classified as have a sole proprietor business.
