I received a 1099 for returned check fees but the bank didn’t pay anything out and fraud dept didn’t catch that it was fraud why do I have to claime it?

If the bank issued the 1099 form, you will need to reach out to them to request a corrected 1099 form.  This will ensure that the amounts reported on your tax return matches the forms as received by the IRS.
