I purchased the Home & Business version of turbo tax and wanted to know, does the home and business turbo tax allow you to login to the online version of turbo tax.

Sorry No.  The Desktop CD/Download program does not apply to the online version.  They are 2 separate things and do not sync, share or talk to each other.  Do you need to transfer a 2017 Online return into the Desktop program?  I can tell you how.  Or why are you asking?

Oh, it does give you access to the online Quick Employer Forms if you need to prepare W2s or 1099Misc.  Or you can prepare them on your computer.

Yes you can still efile Online.  The Desktop program is much better.  It can do unlimited return and efile 5 for free.  You get one free state program download to prepare unlimited state returns.  You can see the actual forms and enter directly on them.  And other features and advantages over the online version.

One way is to start a 2018 Online return and transfer into that.  Then you can download the .tax2018 file from online and just OPEN it in the Desktop program.
