I prepared 7 state taxes and efiled 3. However, NY state requires efiling and I didn't realize that before filing the other states. Can it still be filed with TurboTax?

TurboTax doesn't allow efiling of more than 3 states.  I had 7 to file.  I already filed 3 (one of which wasn't NY State) when I realized that NY State requires efiling if using tax prep software.  Since it is required, can I go back in and efile NY (but still mail the other remaining states)?

You can go ahead and file it by mail.  There are several exceptions to the e-file requirement, one of which is the software does not support e-filing the return, which is true in your specific circumstances.  See the following article:

Thanks for the response. I did read about the exceptions, but is not knowing about the law a valid one exception in this case?  Had I known about the law (or been prompted by the software to ensure I e-file NY at a minimum) I would have done so. I believe a penalty for not e-filing when able to do so no longer applies.  Is that correct?

The exception would not be your not knowing the tax law, it would be simply that the software will not e-file the return after the first 3, so the exception is related to the software, not you personally.  You're correct, no penalty.
