I paid for my 2022 federal and state tax returns and they were rejected. I then paper filed, and my federal tax return was accepted. can my state now be accepted?

If you mailed federal you have to also mail state.  You can only efile state if federal was first efiled and accepted.  And you don't get Accepted or Rejected or mailed returns.  They take all mailed returns.
