I paid $9,000 in estimated taxes for 2021. But the figure that comes up in Estimated Tax Payments is $13,500. How do I change this?

Just delete the wrong amount and type in the correct amount

Estimated taxes may also include your refund from tax year 2020 and applied to your 2021 income tax return. To see if that is a 2020 amount carried over to your 2021 income tax return:

  1. Open TurboTax.
  2. On the left side navigation, select Federal.
  3. Select Deductions & Credits from the top tab.
  4. Scroll down to Estimates and Other Taxes Paid, Income Taxes Paid and Start/Revisit.
  5. On the Income Taxes Paid screen, scroll down to 2020 Refund Applied to 2021 and Start.
  6. You should see the amount from your 2020 income tax return.

You could also take a look at your 1040 form. Preview your 1040. Look at line 26, 2021 estimated tax payments and amount applied form 2020 return to see if the $4,500 might be that.

Your refund withheld from 2020 goes under Deductions and Credita and your estimated taxes paid during 2021 goes in Other Tax Situation.  Don't combine the two amounts.  They go in different places on TurboTax.
