I owe state taxes and want to request a payment plan, turbo tax does not give that option.
My state requires that I file first, then request a payment plan. Since Turbo Tax has already done the calculations, is there a way to transfer that file to the state even though it's two different software programs?

What state are you in? You should be able to file the return through TurboTax and then tell the program you are going to pay the state taxes by check and, instead of paying via check, you will go to the state website and file for an installment agreement online.
