Turbotax will not submit a state return separately from a federal return, it has to be at the same time or after the federal return is accepted. This is an anti-fraud measure because 2 years ago, one of the biggest forms of tax fraud was scammers filing multiple fake state returns with no federal return, to take advantage of the fact that the states have weaker security.
