I only want to file Federal tax and it charged my credit card for both. How do I get the credit for the state filing?

You may call your area turbotax representative, by clicking onto your turbotax account, click the contact us, call the number that shows for your area , call it, listen for the Customer Service option, push that and a live representative will assist you. Be sure to specify that you need assistance with billing (not a refund). Due to high activity before tax deadline recommendation is to call 4/19 onwards.
