I need to get into my vanguard tax info and am having no luck. it says it wants an eleven number but my1099r has no eleven number on it.

Is the program requesting a Document ID?  If so, you should be able to find it on your Vanguard 1099 Consolidated statement that you can download from the Vanguard website. It should be located at the top of the first page of your statement.
