I need to file my 2019 taxes and I cashed out a 401k that year. Which version of TurboTax do I need to purchase? Do I need to purchase the Deluxe version?

Yes.  There is no Online or Free version of 2019 available now.  You must purchase and install the 2019 desktop program.

2019 must be filed by mail.

Right, but which version if I need to add information from a 1099 from cashing out my 401k? Deluxe or is Basic sufficient?
