I need to file an non employee compensation schedule c 1099. how do i get that form to pull up

You cannot do that in TT Free. Are you using TT Online (web) or TT desktop (CD/download)?

If you received a 1099Misc that is self employment income.  You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version.  How to enter income from Self Employment https://ttlc.intuit.com/replies/4801198

Are you self-employed and report your business income on SCH C as a part of your personal tax return? If not, then you have absolutely no need to issue anyone or any business a 1099-MISC.
