Sorry you can no longer install 2019, even if you have the CD and a CD reader. They only support the last 3 years.
Even if you find or reinstall the Desktop program, you will never be able to activate the 2019 program with the License Code. The License Code started in 2019. So 2019 needs to connect to Turbo Tax to verify the License Code. But they have stopped supporting 2019

The CD only has the beta version of the tax program. If you did install with the CD you would not be able to get any program updates nor any state program downloads.
I was able to borrow an external dvd drive and was able to install the program. I was able to get my taxes done. The only thing is, I have to mail them in, as the electronic filing didn't work anymore. Thank you all for your help.
@cfoster16 You installed 2019? Did you have to activate it with the 14 digit License Code? And it took it? And you were able to update it and download any state programs you needed? You got very lucky.
I have been trying to install the same version on my laptop but having the same problem I think with the 14 digit activation code for 2019 instead of the 16 digit activation code the newer versions have. I do not care about updates just want to reinstall what I paid for. I think it is absolute bs the company does not allow you to reinstall their product....support is one thing but allowing me to use the product I at least paid for is quite another!!!! Did you state that if I install an external dvd drive I may be able to at least reinstall the product?
