I need help logging on it keep stating to wait 15 min. When I wait the amount if time or longer it still will not open. Any Ideal other that using another app.

I log on I didn't remember password. I retrieved password after several attempt. Even though I been trying several days sometime wait over night .It program still want me to wait 15 minutes.Other than going to another app. How can I start my taxes?
