I make >10400 and don't need to make to file a tax return, Can I still contribute to roth IRA?

Hi

 

I live abroad and make less than $10,400 so I haven't been filling tax return.

Can I still make contribution to roth IRA?

Is that earned income (money from working) or some kind of investment income that you receive?
